Supportive Housing Development Fund

Assembly Bill 310 of the 2023 Legislative Session was signed into law by Governor Joe Lombardo on June 15, 2023, and created the Nevada Supportive Housing Development Fund (SHDF). The SHDF establishes a supportive housing development grant program for the purpose of awarding grants for the development of supportive housing and the provision of supportive housing services administered by the Nevada Housing Division (NHD). 

 

The goal of the SHDF is to increase the supply of quality supportive housing, build the capacity of the supportive housing industry to reduce homelessness and inappropriate institutionalization, and evaluate the effectiveness of the intervention in Nevada.  

 

The Nevada Housing Division aims to increase the number of supportive housing units throughout the state that meet evidence-based standards of supportive housing by funding supportive housing projectsthrough the SHDF Support Services Only grant and the SHDF Operating and Services grant programs.  

1. Local government, A housing authority or Non-profit organizations may apply for grant(s) 

2. Units must be occupied by tenants with <30% AMI, and are homeless or at-risk of homelessness, and have been diagnosed with a complex and disabling behavioral health or physical health condition. 

 

The NHDalso administers the SHDF Project Planning grant and the SHDF Organization/Project Capacity Building grant programs. 

1. Local government, A housing authority or Non-profit organizations may apply for grant(s) 

2. SHDF Project Planning grants should result in a comprehensive plan to increase Permanent Supportive Housing(PSH) units in the identified geographic location 

3. SHDF Organization/Project Capacity Building grants should clearly explain the long-term impact on the applicant’s organization, as well as how the grant will impact PSH capacity in the geographic area 

 

The first funding round for SHDF grants concluded in November of 2024, with a Spring 2025 round anticipated to open. Application details will be posted at Meetings, Notices, Hearings, Actions & Events. 

 

In December 2024,a Request for Proposals was released to assist the NHD in designing and implementing a comprehensive plan to address how best to train and build the capacity of government personnel, funders, and practitioners of supportive housing (developers, service providers, and property managers) to develop and operate quality supportive housing. 

At the same time, a Request for Proposals was released to support the NHD in the development of key performance indicators (KPIs) and the development of the process to analyze the progress of the Nevada Supportive Housing Development Fund.Notice of Awards were sent out in January 2025.
