Steve Aichroth

Administrator

Steve is the Administrator of the Nevada Housing Division and has held various positions within the Nevada Housing Division prior to his promotion to Administrator. These include- Deputy Administrator, Chief of Administration, and Administrator of the Manufactured Housing Division until the agency was merged with the Nevada Housing Division during the 2017 Legislative Session. Steve has also served as a Commissioner at the State of Nevada Commission for Common Interest Communities.

Christine Hess

Chief Financial Officer

Prior to this position, Ms. Hess was the Executive Director for the Nevada Housing Coalition, a statewide nonprofit to advance and promote affordable housing for all Nevadans. Under her leadership, the Coalition identified new funding resources for affordable housing during the pandemic, supporting the newly launched Home Means Nevada Initiative. In addition to her recent affordable housing experience in Nevada, Ms. Hess has a background in community and economic development and business. Ms. Hess earned a Master of Business Administration from the University of Wyoming in 2018.

Doug Smith

Deputy Administrator of Compliance

Doug brings over 20 years of experience in public service, with a background spanning compliance, housing regulation, and public safety. As Deputy Administrator of Compliance, he oversees the regulatory monitoring of the multi-family affordable housing programs funded through the Division and ensures compliance across the manufactured housing industry. Prior to this role, Doug served as Chief Compliance Audit Investigator and held key leadership positions in both Nevada State Government and the Pennsylvania Department of Corrections. A proud U.S. Army veteran, Doug is passionate about accountability, building strong leadership teams, and supporting the mission of public service through effective, thoughtful oversight.

Juawana Grant

Deputy Administrator of Programs

Juawana Grant serves as Deputy Administrator of Housing Programs for Nevada Housing Division. She came to this role with over 15 years in the nonprofits sector from homeless services to statewide capacity-building and advocacy to advance affordable housing in Nevada. Her years providing direct services and tenancy support to chronically unhoused individuals has fostered an impassioned commitment to the affordable housing movement, and Housing First models in particular. Juawana has a B.A. in Cultural Studies from the University of Nevada, Las Vegas, and an M.A. in Interdisciplinary Graduate Studies from the University of British Columbia Okanagan. She started her career in nonprofits at the Jean Nidetch Women’s Center at UNLV and is thrilled to be back home in Las Vegas making herself useful to the community that raised her.
